To find someone released from Douglas County Jail after an immigration hold, first determine whether the jail event was a community release or a transfer to federal immigration custody. The ICE Online Detainee Locator System is the correct public lookup when ICE may have received the person. It is not a county roster, criminal-court docket, or federal prison locator. A careful search combines the ICE result with the Douglas County release or transfer record because disappearance from the local portal alone does not show where the person went.

ICE Transfers from Douglas County

ICE civil detention is separate from Douglas County criminal custody. A person can finish the county jail hold yet remain confined after transfer to the Department of Homeland Security. The sheriff’s local release entry should identify the receiving agency when that field is public. ICE’s locator then becomes the next search, not the Douglas County current-inmate portal.

Search the ICE Detainee Locator

The ICE Online Detainee Locator System, commonly called ODLS, is the official public lookup. Search with the most exact identifiers available. An A-number search is usually stronger than biographical details alone.

  1. Open ODLS and select the available A-number or biographical search.
  2. For an A-number search, enter the number and country of birth exactly as requested.
  3. For a biographical search, enter the full name, country of birth, and other required fields.
  4. Compare the result carefully and record the facility or contact information that ODLS supplies.
  5. If no match appears, check spelling, name order, aliases, and whether the transfer was recent.
  6. Ask Douglas County Sheriff’s Records Division for the release reason and receiving agency when the county record is unclear.

ODLS has limits for minors and recent detention. A missing result does not prove that ICE has no involvement. Data timing, spelling, privacy rules, or movement between facilities may affect what is public. Use the agency contact shown by the official system or seek case-specific legal help when the person cannot be located.

An A-number and a jail booking number belong to different record systems. Include each only with the agency that uses it. The Douglas County record can connect them when the release entry identifies an ICE or DHS transfer.

Confirm Douglas County ICE Transfer

The county portion should be confirmed with Sheriff’s Records Division. Ask for the booking-and-release record, custody dates, release reason, and receiving agency. Records Division is at 8470 Earl D. Lee Blvd., Douglasville, GA 30134. Its published hours are Monday through Friday, 8:00 a.m. to 5:00 p.m., with no payments after 4:30 p.m. A Proof of Incarceration can be requested in person and may confirm the local custody period. It may not contain all immigration details.

The Georgia Open Records Act, O.C.G.A. § 50-18-70 et seq., supplies the state request framework, subject to exemptions and redactions. The sheriff lists the first 15 minutes of work as free, followed by $19.72 per hour and ten cents per copied page. Ask for a cost estimate if the request requires research.


ICE Versus Federal BOP Custody

ICE and BOP are federal agencies with different missions and public locators. ODLS covers ICE detainee location subject to its rules. BOP’s inmate locator covers federal prisoners incarcerated from 1982 onward. A person in ICE civil detention should not be expected to appear in BOP merely because both are federal systems.

The Federal BOP release page explains how a past BOP date and missing facility can show that BOP custody ended. That rule does not interpret an ODLS result or an ICE transfer.


Douglas Transport Does Not Mean Release

The sheriff’s Transports Division says it moves inmates to and from the detention center, including medical facilities and correctional sites across the county, state, and country. Its 2018 report listed 3,226 transports, 82 out-of-state extraditions, and 237,727 miles. The local portal can therefore lose visibility when custody simply moved.

Ask which agency accepted the person and on what date. A receiving-agency entry is more useful than repeated name searches in the county roster. If the transfer was to USMS rather than ICE, the federal court record may be the immediate source. If the record names ICE or DHS, use ODLS and the contact route supplied by ICE.


Douglas Court and ICE Records

The Douglas County court search may show the local bond, charge, disposition, sentence, or other order. Search names as LAST NAME, FIRST NAME. That docket can explain why county criminal custody ended, but it may not display the later immigration case or detention location.

Immigration proceedings use federal administrative systems, while federal criminal proceedings use federal district court records. Keep those tracks separate. A dismissal or bond in the Douglas County criminal case does not decide whether ICE holds the person. Likewise, ODLS does not decide the outcome of the county criminal charge.


ICE Locator Timing and Limits

Recent transfers may take time to appear. A person can also move between ICE facilities, use a different name form, or fall within a group for which public results are limited. Recheck the exact A-number and country of birth before assuming the record is absent. Save the search date and the exact data entered.

If ODLS still has no result, contact the sheriff records unit for the receiving agency, use the ICE contact path tied to the relevant field office, or consult an attorney or accredited representative. Do not infer legal status from a missing or matching result. ODLS is a location tool, not a complete immigration history or final case decision.


ICE Release Versus Supervision

Release from ICE detention can include conditions, reporting duties, or an ongoing immigration proceeding. ODLS may cease to provide a detention location after custody ends, but that does not show that the immigration matter ended. Agency documents and the immigration case record supply the legal terms.

For a Douglas County-connected person, final verification should establish the end of county custody, the receiving agency, and the later ICE outcome as separate facts.
